The Former President's Progressive Warning Overlooks The Continent's Real Threat: Economic Decline.

The recent US national security strategy offers a misguided assessment of Europe. The document asserts that unrestrained immigration and so-called "progressive" policies pose an existential threat to European civilization. Yet, this perspective is based on a serious misreading of the reality. The true challenge facing the EU is not societal but economic and technological lag.

A Glaring Growth Gap Separating Europe and the US

Statistics paint a sobering contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the EU. During this period, European income per person dropped from over three-quarters to just half of the American figure. Strikingly, even the poorest US state now has a greater average income than major European economies like France and Italy.

Currently, roughly 50% of the global 50 largest technology firms are American, while a mere four are European.

The Innovation Deficit: A Critical Problem

This widening economic gap is driven by superior efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly American. In the last fifty years, 241 US firms have grown into companies valued at over ten billion dollars, versus only fourteen in the European continent.

This disparity raises a vital question: As the competition for future industries like semiconductors, AI, and fusion energy, what is Europe positioned? Experts widely concede it is essentially a two-horse race between the United States and China, with Europe starting at a significant handicap.

Root Causes of the Continent's Innovation Gap

Several key reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile network for funding startups. Europe still lacks a true capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is split among 27 different national regimes, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was historically met with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in defense has eroded its ability in pioneering research.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, one can find causes for hope. Policymakers are growing more conscious of the severe threat and have begun to propose substantial change. Key reports on European competitiveness and the single market point to the necessity of sweeping changes.

Given appropriate policies and rule changes, Europe's strengths could support much higher degrees of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality workforce, top-tier education systems, and world-class labs. Coupled with a large internal market and substantial household savings, these elements have the potential to trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring advancements from elsewhere.

A Critical Juncture

Europe now faces a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, without decisive action to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent loss of world influence.
